- в FM-диапазоне - на русском, украинском и молдавском языках;

- в СВ-диапазоне - на русском языке;

- в КВ-диапазоне - на русском, английском, немецком и французском языках;

News from Pridnestrovie

At the entrance to the Pridnestrovian city of Bendery, at the migration and customs police checkpoint, a delegation of the Russian Institute of Strategic Studies was detained by Moldavian police without objective reasons. Experts say that such an incident has occurred for the first time.

The car with the staff of the Russian Institute of Strategic Studies was stopped at the Moldavian customs office around noon. Despite the explanation of the employees of the Pridnestrovian Foreign Ministry, the police insisted on registering the Russians. The customs officers dismissed the fact that record had already been made at the airport in Kishinev.

According to witnesses, the local commissariat officer arrived 20 minutes into the incident. He explained that the Russian guests only need to present their passports, although he ignored the question on the legitimacy of his order.

After an hour's delay representatives of the Russian Institute of Strategic Studies were allowed to go on. The Moldavian police did not even apologize for the inconvenience.

The Ministry of Foreign Affairs of Pridnestrovie is considering the incident as defiantly provocative and unfriendly actions of the Republic of Moldova, expressed in the unjustified detention of employees of RISS on the border of the two states aimed at impeding freedom of movement and focused on trying to limit Pridnestrovie in its right of self-realization of contacts in the foreign policy sphere.

The situation confirms the fears, previously announced by the Pridnestrovian Foreign Ministry that the infrastructure and the list of executable functions of the immigration control checkpoints on the border of the Republic of Moldova and Pridnestrovie could be unilaterally extended to the detriment of the freedom of movement of people between the two countries.

In connection with the foregoing, the Foreign Ministry of Pridnestrovie refers to the Moldavian side to refrain from the use of destructive blocking actions on the border between Pridnestrovie and Moldova, and follow the principles of constructive cooperation and good-neighborliness, as well as to comply strictly with the declared rules of the migration control on the border with Pridnestrovie, the most important element of which is a voluntary registration at the checkpoints along the border with Pridnestrovie.

Pridnestrovian President Yevgeny Shevchuk received the delegation of the Russian Federation. The delegation included Director of ANO "Dniester-Prut information-analytical center of RISS" Sergei Mokshantsev, his deputy Vasily Kashirin and Andrey Shastin, as well as advisor to the Minister of Agriculture of the Russian Federation, President of the NGO "Institute for Food industry" Vladimir Chernigov.

They discussed the development of Russian-Pridnestrovian cooperation aimed at improving the economic and social development of the country. Special attention was paid to the priority areas on which the Russian experts are planning to focus in the framework of the Autonomous Nonprofit Organization "Dniester-Prut information-analytical center of RISS."

Opening the meeting, the Head of State expressed his condolences to the Russian side in connection of the crash in the city of Kazan. The participants paid tribute to the memory of the victims by a minute of silence.

During the exchange of views Yevgeny Shevchuk thanked the representatives of the Russian Institute of Strategic Studies "for the assistance to the country at the expert level, support as well as useful tips on different areas of life."

The meeting underlined the uniqueness of the experience for RISS, which the Russian experts acquire in the territory of Pridnestrovie. They are to be involved not only in the work related to policy analysis, but also in the preparation and the maximum accompaniment of specific recommendations for the adoption of measures of social and economic support of the republic by Russia. It can be considered one of the elements of the implementation of the recently signed Protocol, "Shevchuk - Rogozin."

The panelists discussed the reform of certain social sectors, including education and health.

Vilnius summit of the Eastern Partnership - less than two weeks off - continues to engage the attention of experts, journalists and the public.

In anticipation of this event the last round of consultations in the "5+2" format this year remains virtually unnoticed. It will be held in Kiev on November 25 and 26. In preparation for the "Permanent Conference...", the political representatives of Pridnestrovie and Moldova Nina Shtanski and Evgeny Karpov met in Tiraspol this week.

The meeting of the political representatives in Tiraspol was a sort of rehearsal for the final round of this year's consultations in the "5+2" format. It was attended by the ambassadors of Russia, Ukraine, the European Union and the United States. The main theme of the meeting was the discussion of "retirement" protocol - the document that governs the procedure of registration and payment of pensions to citizens who move to Pridnestrovie from Moldova, or vice versa.

This document is now being agreed in Moldavian financial departments. The parties plan to continue the discussion and to approach its signing at the meeting in Kiev.

The dialogue on the issue of freedom of movement also continues. The Moldavian side lifted the penalties for lack of a residence permit in respect of the citizens of living in Pridnestrovie. Tiraspol wants assurance of compliance with this decision.

Relationship of Pridnestrovie and Moldova were the subject of discussion of not only diplomats but also experts this week. At the "round table" in Tiraspol they talked about how can there be a civilized divorce between Tiraspol and Kishinev and what awaits the two sides after the Vilnius summit.

Director of the Centre for Independent analyzes "New Age" Elena Bobkov presented the results of a sociological survey "geopolitical choice of Pridnestrovie". It was learned that 60.8 % support the course of Pridnestrovie toward Eurasian integration, while at the same time, quite a number of respondents expressed concern at Moldova's plans to deepen its European course, about 70 % believe that the situation will deteriorate.

The diplomats confirm the fears of the population. The initialling and signing by Moldova and Ukraine of Association Agreement with the European Union could have a negative impact on Pridnestrovie.

According to the Foreign Minister of Pridnestrovie Nina Shtanski, these agreements neither incorporate the interests of Pridnestrovian economic agents, nor take into account the difference between the economic systems of Moldova and Pridnestrovie.

Pridnestrovian social activists, in turn, are concerned about the deteriorating situation in the Security Zone. At the meeting of the Public Chamber, they invited representatives of the JCC, who reported: the Moldavian side is trying to destroy the existing peacekeeping format.

Public Chamber of Pridnestrovie has decided to appeal to the people of Ukraine, Moldova, Russia, Gagauzia, Abkhazia and South Ossetia with the expressed view of the Pridnestrovian people about the upcoming summit of "Eastern Partnership".

In neighboring Moldova on the eve of the Vilnius summit the political situation has complicated. While the European Commission President Jose Manuel Barroso promised visa-free regime to Moldova, Gagauzia dismissed the autonomy government.

Moldavian Communists are not so obsessed, but are still true to the idea of a velvet revolution. The promised march to Kishinev is transferred from the 21 th to November 23. According to the Communists, the police received an order to counteract their actions.

The situation in Ukraine is still complicated. This week there was held an extraordinary session of the Verkhovna Rada, but it did not bring any results. The second reading of the laws of the prosecutor's office and the electoral system as well as the draft law on the treatment of prisoners abroad were not passed.

The government of Pridnestrovie met with representatives of the NGO "Dniester-Prut RISS center."

The parties discussed the prospects of socio-economic and information-analytical collaboration. Prime Minister Tatiana Turanskaya thanked the representatives of the Autonomous non-profit organization for the willingness of cooperation and interest in the socio-economic and humanitarian problems of Pridnestrovie.

"The political processes associated with the integration of our neighbors, Moldova and Ukraine, into the European Free Trade Area put our country in a difficult situation in almost every aspect: in the energy, economic, political and social. In this context, the main objective of the Government of Pridnestrovie and governance in general, is the prediction of possible scenarios and determining the optimal management solutions to minimize the negative effects," said Tatiana Turanskaya.

In turn, Director of ANO "Dniester-Prut RISS center" Sergey Mokshantsev noted that "the uniqueness of the Pridnestrovian office of the Institute lies in the fact that the legal form of organization is ANO that allows one to engage in not only information-analytical work, but also to implement socio-economic projects aimed at the development and maintenance of the population.

He specified that the project will address both the most economically and socially vulnerable people - children and youth, in particular, the implementation of children's recreation programs and training in Russia, the development of areas related to school feeding programs and physical education.

Among other things, members of the Russian delegation held working meetings with the heads of ministries and departments of the socio-economic and power blocs.

Teachers from Russia held advanced training of the Pridnestrovian peacekeeping contingent.

For many soldiers of the Pridnestrovian peacekeeping contingent the training courses lasted four months - from May to November. Classes with Pridnestrovian peacekeepers were held by faculty of the military training center of the Army Science Academy of the Armed Forces of the Russian Federation. The purpose of training is to increase the level of knowledge among the personnel on the issues of the peacekeeping operations and objectives of the peacekeepers.

According to the senior instructor of the Military Training Research Center Alexander Kartashov: during the sessions they addressed various issues: the operational art, tactics, managing troops; they also carried the moral and psychological, health training, etc." The morale is good, knowledge is at a high level, and most importantly, we all have a desire to defend our country," said Alexander Kartashov.

Upon the courses' completion, everybody received certificates. According to Russian Research Center military training instructors, it was a tentative step, but in the future such studies for Pridnestrovian peacekeepers are to become regular.
