- в FM-диапазоне - на русском, украинском и молдавском языках;

- в СВ-диапазоне - на русском языке;

- в КВ-диапазоне - на русском, английском, немецком и французском языках;

News from Pridnestrovie

The Tiraspol office of the OSCE Mission on the initiative of the Pridnestrovian side hosted a meeting of the Political Affairs of the Republic of Pridnestrovie and Moldova Nina Shtanski and Evgeny Karpov.

During the meeting the sides discussed a number of issues agreed. In particular, the parties have discussed the so-called "Retirement protocol" concerning security pensions of those pensioners who move from Pridnestrovie to Moldova and, conversely, for permanent residence. According to Nina Shtanski, a draft protocol has been agreed by the expert groups of the parties. She expressed the hope that the sides will sign it at the upcoming round of talks in Kiev.

The political representatives of the parties also discussed the work being done in the direction of monitoring criminal cases filed by the parties in relation to officials of Pridnestrovie and Moldova. Unfortunately, according to Nina Shtanski, the parties failed to meet the time limits, which political representatives have agreed to previously.

In particular, the experts did not complete the work started after just two meetings of experts (working) groups on the fight against crime. During the last meeting only the Pridnestrovian side presented its proposals within the orders of the political representatives of the two countries.

The agenda also included the issue of freedom of movement. Pridnestrovian side expressed its satisfaction that the Moldavian authorities' decision to lift sanctions against Pridnestrovians was officially published and legislative changes had taken effect. "We have expressed the intention to support the initiative of the Ukrainian side put forward a little earlier, in Brussels, on how to enforce the mechanism in the framework of the protocol solutions in the "5+2" format in order for it to become internationally guaranteed," said the head of the Foreign Office of Pridnestrovie. She expressed the hope that prior to the Kiev meeting the political representatives will be able to exchange views on the proposed text of the Ukrainian side. "Pridnestrovie proceeds from the need for interaction at supra-national level," explained Nina Shtanski. She also added that the agreement will become the "guarantee of mobility of domestic laws."

The Pridnestrovian side once again outlined the issue of the unilateral actions of the Moldavian authorities. The neighboring state refuses to issue the citizens of Pridnestrovie, who are planning on coming of age to acquire the citizenship of the Russian Federation and Ukraine, the document confirming the fact that the person is not a citizen of the Republic of Moldova. The furnishing of this document is a must for those Pridnestrovians who wish to get the citizenship of Russia and Ukraine in the relevant embassies. Earlier, the Pridnestrovian side has repeatedly appealed to the Moldavian political representative asking him to settle the problem, artificially limiting the citizens of the republic in their right to become citizens of other countries. The parties agreed to continue discussions on the issue, including in the framework of experts (working) groups on the legal-regulatory documentation support of citizens.

The political representatives dwelt on the problems of land users in Dubossary district of Pridnestrovie. The existing since 2006 concessional land use mechanism for Moldavian farmers, according to Nina Shtanski, is outdated and requires revision. The opinion of the Foreign Minister of the Republic is confirmed by the consolidated position of the expert groups from Pridnestrovie and Moldova, who have come to an understanding of the need to improve the existing mechanism. "We hope that the expert group on economy in the near future will gather for a serious, detailed discussion on this socially significant and, unfortunately, very sensitive issue," summarized Nina Shtanski.

In addition, during the meeting the political representatives discussed the dismantling of the cable car in Rybnitsa. "As you know, the Russian Federation expressed its willingness to carry out this work, and fully provide funding. We have received an official notification of the readiness to start this work on October 27, but, unfortunately, they still have not been started since the Moldavian side has requested some information and coordination," said the head of the Pridnestrovian Foreign Ministry. During the meeting, the sides exchanged views on this subject, which allowed them to express the hope to start work until frost.

The Foreign Ministry of Pridnestrovie hosted a meeting of the Foreign Minister Nina Shtanski with Ambassador Extraordinary and Plenipotentiary of Russia to Moldova Farit Mukhametshin.

The sides discussed a wide range of issues of bilateral cooperation, including in the context of the recently signed in Moscow "Report of the results of the working meeting of Special Representative of the President of Russia on Pridnestrovie, Dmitry Rogozin and the President of Pridnestrovie Yevgeny Shevchuk."

During the meeting, Nina Shtanski drew attention to a new level of Russian-Pridnestrovian relations at the present stage." The agenda of our cooperation seriously expands from meeting to meeting. The Russian Federation is very strongly concerned with the provision of comprehensive care to Pridnestrovians to improve people's lives. I'm sure that people in Pridnestrovie began to feel it," noted the Minister.

Farid Mukhametshin noted the need to maintain the current pace of Russian- Pridnestrovian cooperation.

The topics of settlement of the Pridnestrovian conflict, the prospects of our country after the Vilnius summit, the development of relations with Russia were discussed in the Foreign Ministry of Pridnestrovie. The foreign minister Nina Shtanski hosted the meeting with the representatives of the European media, diplomats and public figures.

The delegation of the German Marshall Foundation in the U.S. on a study trip to Pridnestrovie included prominent journalists Tim Jude (The Economist), Nicholas Nilsen (EU observer), head of the German Foreign Office on relations with the countries of Eastern Europe, Manfred Huterer, Ambassador at Large of the Foreign Ministry of Latvia Juris Poikans, as well as a number of experts.

When will Pridnestrovie acquire political status? It was one of the first questions at the meeting. In response Nina Shtanski said that the citizens of the republic have already answered it in the referendums, which have repeatedly been held in Pridnestrovie. As for ways to resolve the conflict on the Dniester, there is one - the "civilized divorce". This was stated by President Yevgeny Shevchuk at a recent meeting on confidence-building measures in the German town of Lanskhut.

"What was said in Lanskhut is a statement and the answer to many questions of our Moldavian and foreign counterparts' discussions of the status. The president asked our international partners, "Are you ready to discuss the recognition of Pridnestrovie? Are you ready to consider the views of Pridnestrovians, as was done in Serbia and Montenegro?" asked Nina Shtanski.

The guests were also interested in the issue of the prospects of Pridnestrovie after the signing of Moldova and Ukraine Association Agreement. Nina Shtanski noted that for our country it is a "pig in a poke", because no one in Pridnestrovie knows the text of the document. The minister recalled another agreement signed by Ukraine and Moldova in 2006. Then it led to an economic blockade of Pridnestrovie. As a result, enterprises of the republic lost their position in the markets of Russia and CIS countries, moreover, the compulsory registration in Moldova obliges one to pay taxes. Each year, the Pridnestrovian enterprises pay to the Moldavian treasury about $ 30 million. What will happen this time, after the Vilnius summit is difficult to predict.

According to Nina Shtanski, the Pridnestrovian Moldavian Republic will find inself in the next economic blockade and its consequences can be far worse than the consequences of the blockade in 2006. "And I want to tell you that if someone suddenly hoped that in this way it will be possible to compel Pridnestrovie to change its position, it was the wrong approach," said the Foreign Minister of Pridnestrovie.

Today, no one can definitely say, what will be the consequences of the Vilnius summit for Pridnestrovie. But it is clear that the rules of the game for our enterprises will change and they again will have to fight for markets in Europe and the CIS countries.
